Starpl Terms of Service
This English version is a reference translation provided for convenience. The Korean original prevails, and the service is governed by the laws of the Republic of Korea. (이 문서는 한국어 원문을 기준으로 하며, 대한민국 법을 따릅니다.)
Article 1 (Purpose)
These Terms govern the conditions and procedures for using the Starpl service (starpl.net, hereinafter "the Service") provided by the Starpl operator (hereinafter "the operator"), and define the rights, obligations, and responsibilities of members and the operator.
Article 2 (Definitions)
- Service: A record-centered service in which members receive a star assignment on the star map, keep posts, and connect with star friends.
- Member: A person who agrees to these Terms, creates an account, and uses the Service.
- Starname: The name used for the star a member resides on and for the member's public page address.
- Post (record): All content a member creates on the Service, including posts, comments, guestbook notes, and profile content.
- Star friend: A mutual friendship relationship established by mutual acceptance between members.
Article 3 (Publication and Amendment of the Terms)
- The operator shall keep these Terms available at all times within the Service (/policy/terms).
- The operator may amend these Terms within the limits permitted by applicable laws.
- When amending the Terms, the operator shall announce the effective date and the amended content within the Service at least 7 days prior to the effective date. Changes that are disadvantageous to members or material shall be announced at least 30 days in advance and separately notified by email or equivalent means.
- If a member continues to use the Service without expressing objection by the effective date, the member is deemed to have agreed to the amended Terms. Members who do not agree may stop using the Service and withdraw their account.
Article 4 (Registration and Account)
- Registration is completed by submitting an email address and password, or linking a social account (Kakao or Google), and completing email verification, which grants full membership status (official star residency).
- The Service is available only to persons 14 or older. By registering, members confirm they are 14 or older. If the member's country of residence sets a higher minimum age (e.g., up to 16 in certain EU member states), members must be of that minimum age or older.
- Members must provide accurate registration information (e.g., email address) and must not use another person's information.
- Registrations for which email verification has not been completed may be removed after 7 days.
Article 5 (Account Management)
- Members are responsible for managing their account and password and may not transfer or lend them to third parties.
- Members must immediately notify the operator upon becoming aware of any unauthorized use of their account or security incident. The operator is not liable for damages that increase as a result of a member's failure to provide such notification.
- Members may withdraw their account at any time from the account settings page. After the 30-day grace period following a withdrawal request, the account and posts will be permanently deleted. During the grace period, the member may log back in and cancel the withdrawal. Members may export their posts before withdrawing (Articles 7 and 8).
- The scope of data deleted upon withdrawal and the records preserved after withdrawal (reports, sanctions, operational audits, and inquiries) shall be governed by the Privacy Policy. A starname of a withdrawn member shall be reclaimed and may not be used by anyone again.
Article 6 (Scope of Service)
- The Service provides star assignment, posts (posts, comments, and guestbook), the star map, star friends, notifications, and other features.
- The Service is currently provided free of charge. If paid features are introduced, they will be announced in advance and require separate consent.
- Members determine the visibility of their own posts: public / visible to star friends / only me (private).
Article 7 (Changes to and Suspension of Service)
- The operator may change the content of, or discontinue part of, the Service as operationally or technically necessary and will announce material changes in advance.
- When discontinuing the entire Service, the operator shall give at least 30 days' notice and guarantee members a period to export their posts. Returning entrusted posts to members is a fundamental commitment of this Service.
- The Service may be temporarily suspended due to unavoidable circumstances such as natural disasters, power outages, or infrastructure failures.
Article 8 (Rights in Posts and Visibility Settings)
- Copyright in posts created by members belongs to the member who created them.
- The operator uses posts only to the extent necessary (storage, transmission, and display) to show them within the visibility settings determined by the member. The operator does not use members' posts for any other purpose.
- Only me (private) posts are accessible only to the author; they are not subject to report, and neither the operator nor automated screening will access them arbitrarily. Posts visible to other members (e.g., visible to star friends) may be reported by any member who can see them, and the operator (human) reviews only reported content. Publicly visible posts may undergo automated first-pass screening operated on the operator's own (local) systems for the purpose of addressing unlawful or harmful content; details are governed by the Privacy Policy and Reporting & Moderation Policy.
- AI assistance and private posts — The Service's AI does not read a member's private ("only me") posts on its own. Only for assistive features that help the member themselves — such as tag suggestions or content summaries — may such a feature read the member's private posts, and only if the member turns it on and explicitly consents (off by default; it can be turned off at any time). If the member does not turn it on, the AI does not read private posts; even when it does, the content is processed only for that feature within the Operator's own (local) systems and is not sent to any external party.
- Members may edit or delete their posts at any time and may export them.
Article 9 (Prohibited Conduct)
Members must not engage in the following conduct in areas visible to other members (public posts, posts visible to star friends, comments, guestbook notes, profiles, etc.). Detailed standards are set forth in the Community Guidelines.
- Posting sexual content
- Violence and threats
- Harassment and hate speech
- Spam and advertising
- Conduct that endangers the safety of minors
- Promoting or glorifying self-harm or suicide
- Exposing another person's personal information
- Defamation
- Infringement of others' rights, including copyright
- Misuse of the report function, including false or malicious reports
- Other conduct that disrupts the normal operation of the Service, including impersonation and system abuse
Article 10 (Moderation of Posts)
- If the operator determines that a post flagged by a report or by automated screening of publicly visible posts violates Article 9 or applicable laws, the operator may hide (visible only to the author) or remove (hidden from all; data preserved) the post.
- Pursuant to Article 44-3 of the Network Act, the operator may apply an interim measure (temporary access restriction) on its own initiative even in the absence of a report if the post is determined to constitute rights-infringing information.
- If a measure is deemed excessive, it will be restored. Members may submit an objection via the inquiry form ([post-report follow-up]).
- All moderation actions are retained as an audit log. Procedural details are governed by the Reporting & Moderation Policy.
Article 11 (Handling of Rights-Infringement Reports)
Pursuant to Article 44-2 of the Network Act (Act on Promotion of Information and Communications Network Utilization and Information Protection, hereinafter "the Network Act"), a person whose rights — such as privacy or reputation — have been infringed by publicly available information may request deletion of that information or posting of a rebuttal by providing evidence of the infringement. Within the Service, selecting Personal information exposure, Defamation, or Copyright infringement as the report reason constitutes a rights-infringement takedown request.
- Action: Upon receiving a request, the operator shall without delay take necessary measures such as deletion or an interim measure.
- Interim measure: If it is difficult to determine whether rights have been infringed or a dispute between the parties is anticipated, access to the relevant information shall be temporarily restricted. An interim measure shall last no longer than 30 days.
- Notification: When necessary measures are taken, the applicant and the poster (author) shall be notified at the email address used for registration. If no action is taken, the applicant shall be notified.
- Objection and restoration: The author may submit an objection via the inquiry form ([post-report follow-up]); if the grounds are valid, the post will be restored. Posts subject to interim measures shall be reviewed within the applicable period and either restored or removed.
- Copyright: Copyright infringement may also be addressed through the reproduction and transmission suspension procedure under Article 103 of the Copyright Act, using the same inquiry channel.
Article 12 (Usage Restrictions)
- For members who violate Article 9, the operator may apply measures in proportion to the severity of the violation: warning → temporary suspension (for a fixed period) → permanent ban.
- Serious violations — such as endangering the safety of minors or violating applicable laws — may result in an immediate permanent ban, bypassing intermediate steps.
- During a temporary suspension, the ability to create posts is restricted; a permanent ban blocks login entirely.
- Members may submit an objection to a sanction via the inquiry form ([post-report follow-up]); if the grounds are valid, the sanction will be lifted. All sanctions and liftings are recorded.
Article 13 (Personal Information)
The operator protects members' personal information in accordance with the Privacy Policy. The Privacy Policy is published as a document separate from these Terms and applies alongside them.
Article 14 (Limitation of Liability)
- Legal responsibility for posts created by members rests with the member who created them. The operator has no obligation to intervene in disputes arising between members, or between members and third parties, in connection with posts, and is not liable for damages resulting from such disputes. The operator shall, however, fulfill all obligations required by applicable laws, including the Network Act.
- The operator is not liable for service disruptions caused by natural disasters, force majeure, or a member's own fault.
- The operator is not liable for matters related to the use of the free Service, except where applicable laws provide otherwise.
Article 15 (Governing Law and Jurisdiction)
These Terms and the use of the Service shall be governed by the laws of the Republic of Korea. Any dispute arising in connection with the use of the Service shall be submitted to the court having jurisdiction under the Civil Procedure Act.
